[igrav-steering] IGrav Steering Committee Structure

Hi All,

I wanted to address a concern I have. We don't really have any structure for the steering committee or someone tasked with leading the committee efforts. Over the last few years, arranging steering committee meetings and getting us started on annual meeting planning has defaulted to me. However, I am just too bogged down to play this role this year. As I was thinking about this, I realized that we don't have any formal structure. I think we should consider putting together a charter for the committee that states the roles and responsibilities of the committee, who the members are, and how/when those members may change. Ultimately we need to have a chair (or co-chairs) on a set rotation to alleviate the burden on folks. These could be elected or appointed positions. We could determine a reasonable rotational period, i.e., chairs have a term of 2-3 years, and determine how the chair/co-chairs will be selected. 

These are just some thoughts I wanted to throw out there and see what others think.
